The Timeline: A Life Saved, A Loyalty Demanded
The case of Tapiwa Makore Snr is one of Zimbabwe’s most infamous. He was convicted and sentenced to death in July 2023 for the gruesome 2020 ritual murder of his nephew, Tapiwa Makore Jnr, committed in an attempt to get rich.
The lifeline came later. On December 31, 2024, President Mnangagwa signed the Death Penalty Abolition Act into law, ending capital punishment for all crimes in the country. This marked a major change, as no one had been executed in Zimbabwe since 2005.
The timing for Makore’s personal salvation was precise. On May 12, 2025, the Supreme Court, citing the new law, formally changed Tapiwa Makore Snr’s sentence from death to life in prison (case SC 36/2025).
Just five months after his life was saved, the political demand emerged. On October 29, 2025, Makore Snr spoke to Justice Secretary Vimbai Nyemba during a visit to Chikurubi. He publicly thanked the system that spared him and asked that prisoners be allowed to form groups to support “ED” in form of ‘Prisoners 4ED’. This sequence: abolition in 2024, commutation in 2025, and public loyalty in October, has led many to believe that the government grants life, and the prisoner repays it with political support.
Prison Program or Political Control?
Zimbabwe’s correctional system is struggling. Prisons are overcrowded, holding more than 20,000 inmates, many of whom face harsh conditions, including little food, poor healthcare, and reported abuse.
In this severe environment, critics argue that the “Prisoners for ED” program, suggested by Tapiwa Makore Snr, cannot be a free choice. Inmates, desperate for better conditions or hoping for early release, may feel pressured to join. While the official explanation uses the term “Economic Development,” the name is seen as being the same as other ZANU-PF groups that demand unwavering support for Mnangagwa.

If “ED” truly means “Economic Development,” then the focus must shift entirely to jobs and training—not loyalty clubs. Until that happens, the abolition of the death penalty looks less like genuine progress and more like a calculated political trade-off.
